Mooresville Village Public Hearing Deferred to December 16th, 2024

We would like to inform the community that the public hearing originally scheduled for the Mooresville Village rezoning has been deferred to ensure full council attendance. The hearing will now take place on December 16. This adjustment allows all council members to be present, enabling a comprehensive review and discussion of the rezoning proposal.

Mooresville Village aims to create a cohesive, wellness-focused community featuring walkable neighborhood services that meet the needs of both current and future residents. With a diverse range of housing options, the development will foster a vibrant, multi-generational environment. Mooresville Village perfectly aligns with the Town of Mooresville’s vision for an office employment center along the 6-lane East-West Connector.

Background Timeline

Acquired the parcel through an exchange to facilitate Lowe’s land assembly.

Voluntarily annexed the parcel, paying property taxes since.

Town Corridor Study identified plan for East West Connector.

Parcel rezoned to use compatible with the new road:
Grocer, Office, Multifamily, and Retail with Drive-Thru Uses.

Led creation of consortium to fund sewer facilities for the area.

Installed the sewer facilities to serve the Corvid Facility.

Donated right of way for the road and $800,000 towards construction.

Partnered with Pappas Properties to develop the parcel.

Mooresville Village is committed to creating community benefits for the Town of Mooresville.

Our proposal will:

Commit to affordable housing units (at or below 80% AMI for 15 years)

Commit to a for sale, detached home neighborhood along Bridges Farm Road

Fund and construct the SEAM Trail along the rail corridor, the Normy Trail along Bridges Farm Road, and the Village Loop Trail System

Be consistent with the Planning Board’s action, the PD Plan and Agreement have been updated to meet staff and Planning Board Recommendations

Provide pedestrian and vehicular connectivity to the proposed adjacent developments

Include a commercial retail village center that is compatible with the OneMooresville Plan and UDO plan

B a well-designed open and gathering areas such as a village square with green space and performance stage, neighborhood green and preserve, and a village green with walking paths and gardens

Include expanded housing types to include active adult housing

Mooresville Village FAQ

Mooresville Village is located along the new East-West connector and Highway 115 just south of Langtree Road.

Mooresville Village is a wellness-focused, walkable, multi-generational community that will include shopping, dining and office space, plus a mix of homes types for active adults, young professionals, and families.

The Mooresville Village community will include single-family for sale homes, for-lease townhomes, for-lease apartment homes, and for-lease active adult apartment and cottage homes.

Creating a variety of housing types will help create a vibrant, multi-generational community, with options for different residents including:

  • 55+ empty nesters choosing to downsize or looking for a maintenance-free lifestyle
  • Mature professionals who are either moving from out of town or are renters by choice
  • Young couples that are starting their families
  • Established families that want to be close to parents that live in  the community

The Mooresville Village community will include an anchor grocery store, restaurants, shops, office space, and a hotel.

The Mooresville Village community will include sidewalks and tree-lined streets, the Mooresville SEAM Trail (an extra-wide walking and biking path along Highway 115), and a village green with a performance pavilion surrounded by restaurants. As envisioned by the Town, Mooresville Village will offer more than just a bedroom community by providing a mix of uses, including retail shops, offices, and restaurants along the six-lane East-West Connector, all surrounded by a variety of housing types.

Yes, Mooresville Village is proud to create 17 attainable apartments integrated throughout the multifamily community. These homes will be available to rent to families earning 60 to 80% of the area median income. Attainable rent will ensure residents don’t spend more than a third (33%) of their income on housing.

These apartments will all have the same finishes as the market-rate homes, and all residents will have access to the Wellness Center and all amenities.

If the zoning is approved, the first phase of Mooresville Village will be the for-sale single-family homes that will be positioned along Highway 115 and Bridges Farm Road. We will begin construction in 2025.

The second phase of Mooresville Village will be the grocery store positioned at the East-West Connector.

The third phase of Mooresville Village will be the Mooresville SEAM Trail, the retail and commercial components along the south side of the East-West connector, the Active Adult Apartments and Cottage Homes, the Townhomes, and the Multifamily apartments. We will begin this phase in 2025.

The final phase of Mooresville Village will be the commercial retail, office, shops, and hotel on the north side of the East-West connector. This phase will begin in 2026.

46.08 acres of the development along Highway 115 and the 6-lane East-West Connector is currently zoned corridor mixed-use (CM). The current plan for this portion of the plan includes 309 multifamily units, 19,400 sq.ft. office, 46,500 sq.ft. retail, 50,000 sq.ft. grocery, and 7 out parcels (45,500 sq.ft.)

The remaining 43.80 acres along Highway 115 and Bridges Farm Road is zoned Residential Low Intensity (RLI). The current zoning would allow 67 single-family homes that have no for-sale or for-lease restrictions.
